Does Segmind have a startup program?
No. Segmind has no free tier or daily credits: accounts start pay as you go, from a $10 top-up.
Segmind's pricing page lists a pay-as-you-go Flexible plan ("Get started with $10", a minimum top-up) and paid Pro, Business and Scale plans, with no free or daily credits. Its pricing docs say "Every account starts on the Flexible plan, shown as Free Plan in the console until you subscribe. You can start with a top-up of as little as $10." No Segmind page states free daily inference credits.

Segmind Free Tier
Other lists describe it as a free tier with daily inference credits. Segmind's own site does not state it.
We removed it from the catalog because Segmind's own site does not offer it.
What Segmind offers now
Pay as you go from a $10 top-up, $10 in referral credits when a referred user spends $10 or more, and a Pro plan whose $39 a month buys $50 of credits.
