No. Mailchimp has no startup program: its startups page offers only the general trial and the 15% for large lists.
mailchimp.com/startups returns a 404, and Mailchimp's marketing-tools-for-startups page says only: "Join Mailchimp with a free 14-day trial or save 15% off on 10,000+ contacts." Both offers are open to anyone.
